The Midwest League is a track meet. Under the hazy yellowish lights and between the bingo games, the kids in Class A display their hunger and ache to succeed nightly. They show it through raw enthusiasm. They steal bases at every opportunity. The fact the runner ahead of them is not on the move does not always stop them.

Catchers often are baffled by the constant traffic. INDIANS. WATERLOOI REPORT They try to deal with the havoc by heaving the ball as hard as they can somewhere, anywhere. Often, it is in the direction of the center fielder. They steal bases in the Midwest League.

The best and fastest of them all are the Waterloo Indians and their Marine. Waterloo is averaging almost two stolen bases a game. At one point this season, manager Cal Emery had six players running without a harness. Slugger Von Hayes has 45 and center fielder Carmen Castillo has 42 steals. But none of them can catch the Marine.

The Marine's name is Ricky Baker. As of Sunday, Baker had stolen 64 bases. This is the most in the history of the Indians' minor league system. It is also seven away from a Thistledown Post Time: 1:30 p.m. P.P.

But there are plenty of factors working for Baker. He is one of five children, born in the projects of St. Louis. He learned to play baseball by swinging at Falstaff beer cans hurled his way. His bat was a broom stick.

Next to his right eye, he has a small scar, a product of an errant can. A fine high school player, he always was the swiftest member of his team. A few major league clubs said they would draft him. None did. "After I got out of high school, I decided to go into the Marines," said Baker.

"That way, I would not be a burden on my family. My brother was in the Army and said the benefits were good. I just took off and didn't tell my parents what I was doing. They found out a week later when they got a letter from me telling them I was in boot camp in San Diego." Baker was an honor graduate and later became a military policeman. When his tour of duty was over, he enrolled at San Francisco State.

He played baseball and was drafted No. 9 by the Indians last year. He hit .289 at Batavia in 1979 and was voted that team's most improved player. This year, he is batting .273. "Ricky is the kind of player you love to manage," said Emery.

"He plays with his sleeves rolled up. The only time he gets mad is when he is not in the lineup. He is tough. You can tell he is a Marine. He is the kind of guy who gets your offense going." Added Quinn, "'The big thing Baker has to do is choke up on the bat and learn to bunt and slap at the ball like Dilone.
