Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and one of the following:
1. Two years of licensed engineering experience.
2. Six years of professional engineering experience.
SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience.
A Ph.D. in engineering will substitute for two years of the required experience.
Advanced degrees will substitute for a maximum of two years of required experience.
NOTE:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
NOTE:
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Concepts
FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.
LEVEL OF WORK:
Supervisor.
SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.
Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Examples of Work
30% Supervises and trains a staff of engineers and engineering technicians by planning, directing and coordinating all engineering activities for one or more construction units. Supervises staff engaged in the construction of highways, bridges, ports, flood control structures, drainage structures, HMAC (asphalt) production facilities, and buildings. Reviews and approves subordinate’s work, which includes all correspondence, engineering calculations, documentation of quantities, daily dairies, test reports, etc. Directs these employees in the following areas: construction inspection, sampling and testing, contract administration, employee training, and in all functions associated with the construction units. Responsible for managing and staffing construction projects for both day and night projects. Some of these projects are worked on 24 hours per day and 7 days per week. Completes planning and performance reviews for employees in the construction unit. Evaluates subordinate’s job performance and counsels them concerning performance, work assignments and conduct. Act as reviewer on employee performance appraisals. Responds to personnel problems Develops and approves interview questions and selection matrixes for new hires and promotions. Interviews and makes recommendations for hiring new employees for DOTD. Specifies technician training priorities for each technician position.
20% Consults with contractors on a daily basis on issues such as project progress, change orders, phasing of work and traffic control. Reviews CPM (Critical Path Method) schedules submitted by contractor and meets with them to resolve issues regarding scheduling. Makes decisions to resolve problems with all of these issues. Schedules pre-construction conferences with engineers, consultants, utility companies, public officials, and contractors to discuss construction scheduling, methods of construction and potential problems. Utilizes SiteManager to track contractor progress and to produce partial and final estimates. Reviews both partial and final estimates and makes recommendations for payments. Reviews and approves the preparation of 2059 documentation for the final acceptance of projects.
15% Approves and monitors erosion control plans. Monitors hazardous waste removal. Makes recommendations for payment of utility relocation, and railroad invoices. Enforces traffic control requirements on construction projects. Accountable for the safety and quality of high profile construction projects. Accountable of the delivery of all assigned projects on time and on budget. Recommends overruns in contract quantities. Required to be on call 24 hours/day, 7 days/week for emergencies related to construction projects. Provides depositions and court testimony for litigation concerning construction projects.
10% Develops and writes change order to solve complex problems such as design errors, construction problems, and environmental concerns. Change orders are done by applying design standards, standard specifications, plans and proper construction practices. Approves change orders which can do any of the following: 1) increase the contract up to $50,000, 2) decrease a major item up to 25% or $50,000.00 (whichever is less), 3) decrease a minor item (any amount), 4) allow minor changes in design made by the Design Section, 5) make changes approved by memo or directive signed by the DOTD Chief Engineer, 6) make pay adjustments allowed by specifications, and 7) approve force account amounts up to $50,000.00.
5% Interacts with private citizens, elected and public officials to resolve conflicts and complaints concerning rights-of-way, DOTD construction projects, and traffic problems. Consults with other agencies, politicians, consultant engineers, the media and the general public about construction projects, highway maintenance and drainage problems. Establishes and maintains a good relationship with the public. Attends local public meetings to answer questions about current and upcoming construction projects from concerned citizens. Issues Press Releases concerning notification of lane and road closures and other construction issues. Maintains Responsible Charge as per FHWA mandate on all Off System and Enhancement projects where federal funding is involved.
5% Reviews and recommends changes to plans and specifications for upcoming construction projects that are designed by others. Attends plan-in-hand meetings to discuss project design and development of plans and specifications on all types of construction projects.
5% Oversees the maintenance and use of the unit’s office and the vehicles used for construction activities. Assigns employees and equipment to various construction projects.
5% Administers permits approved by the DOTD permit section. Ensures that work being done by permit complies with the permit that was issued. Responsible for the interpretation of the plans and application of the Standard Specifications for complex construction projects which are assigned to any unit.
5% Will be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities. Provides and directs construction personnel for Emergency/Homeland Security Coordination.
